i want use a wordpress add-ons;
Visitors/users sent a message,
Admin's accept or rejection
Message is view on sites (or not view)
Other visitors/users view, vote and comment this messages,
is it possible with wordpress add-ons? if this a possible, is it ediable ? (open source ?)

If you're looking for an integrated message board to use with WordPress, then bbPress is it.
As to voting on it, bbRatings may be what you're looking for.
Of course, if you're looking for a full-fledged bulletin / message board, have a look at SimpleMachines Forum or phpBB or something similar for a lot more customisation and features.
