   I am not sure which software was used here but it looks like an animated GIF image. You can use any photo editing software like Photoshop, Corel Draw, PaintShop or GIMP (Opensource http:www.gimp.org) to create an animated GIF.

   Hello
   the software that can be used to create such image is Macromedia Fireworks / Adobe Fireworks

   Using this software you can arrange images in quee and make them run one after another in defined manner, making it look like an animation.
