   how do you add wordpress tags when creating a post in live writer

   If you give your wordpress url , user name and pass...

   your blog will get sync up with Live writer and you can post your blog from there...

   Blog title , post and tags (which are already present in your blog) will appear... You can write your new post and select the tags at the bottom of your post...

   If there is any incompatibility with your word press theme.. There is a chance for not showing the tags of your blog..
