Its mandated for me to use PDF reader version 7.0.5 for uploading forms to the prescribed site and the size of PDF forms gets increased on repeated saving.
Is there any way to solve this issue.

are you adding text to the form before saving or just clicking the button multiple times.
I am not sure how restricting to PDF reader version 7.0.5 would help with uploading. From what I know PDF reader is to read the file after you download the file. Do you mean that the site is asking you to save your PDF file in version 7.0.5. I am assuming you have the full version of Adobe Acrobat(not reader) to save a PDF as an older version.

Like, its a Government Portal, which accepts Online Forms for e-filing. I have to fill the PDF form & save it on the system, then upload it on the Government Site [http://www.mca.gov.in/]
This PDF form has to be digitally signed by using e-tokens, even this increases the size. Is there any other way out.
http://nicepdf.com/products.html is not supporting the prescribed eforms. I mean that PDF compressor is not useful. You can find the forms prescribed by me in http://www.mca.gov.in/MinistryWebsite/dca/downloadeforms/Download_eForm_choose.html
Please help. Its like a daily problem for me as I have to file n'number of documents daily. The site prescribes only use of Adobe PDF 7.0.5, even higher versions are not supported at times.
