   @Papasam: If you have Windows Live search / Windows Desktop Search installed, uninstall, disable the service. Also, disable all non-essential add-ins, one at a time, to narrow down the culprit.

   Also, make sure that the shortcut doesn't have the parameter to always start in safe mode. check the shortcut properties.

   @papasam Some of the add-ins in your Outlook 2007 are causing this issue. If you can try by disabling them and then it might work. Use the following settings in your Outlook,

   1) On the Tools menu, click Trust Center, and then click Add-ins.
   2) On the Manage menu, click Disabled Items, and then click Go.

   Now you should start the outlook again and then you can check which add-in is the culprit.

   Also agree with @Sparx that you should check the shortcut properties.
