I was just wondering. Suppose I wanted to give my blog the look of a standard website. I'd obviously have to display only 1 post per page. Now I was wondering whether its possible to have one post show up every time someone accesses the main URL of the blog. If there are any necessary tags, please explain how its done in detail because I'm not very good with them.
Is it possible to have a home page in blogger?

You can do this in several ways :
1. Settings----->Formatting---->Show 1 post on main page----->Save settings.
2. Start another blog and in the first post put a redirect request to your main blog.
3. Put a Html widget in the posts column and using conditional tags banish all other widgets from the main page. This is technically the most difficult and is shown here :

Alex - use sticky posts.
Set the date of post as Dec 31, 9999 from the blogger post editor and it will stay as the top post for ever.
