I have seen a site opening perfectly in Firefox. However in IE7, it shifts to the left and CSS formatting gets disturbed. Any resources where solutions to such problems can be found?

IE8 now supersedes IE7. There are a number of sites/forums that deal with CSS issues as applicable to IE6/7. Perhaps you could do a search for them or for "ie7 css hacks" among other terms.

The best way, however, would be to educate your audience to standards compliant browsers and offering them a choice of alternative browsers that will render your (hopefully) standards-compliant code correctly.
