   you need a lot of money for that

   because you cannot opt for shared hosting, therfore you need by a VPS or your own server

   and you need to spend a lot on the infrastructure for your website. you need to do coding or hire people for that. so approximately you may cross 2 lakhs for a small sms website
   (this is my estimation it may change)

   requirements
   *VPS or server
   *domain name
   *a fully functional website
   *staff

   Not to mention the actual charges that you will incur sending your users' SMS. You'll need to tie up with a gateway provider and/or other telcos.
