   This is really confusing me that how some of indian websites contains yahoos's publisher network ads, even yahoo does accept indians still?

   I guess Yahoo has some kind of tie up with Tyroo (http://www.tyroo.com/). Since Yahoo doesn't support India in its registration process unlike Google's Adsense, Tyroo substitutes this need. I'm not pretty sure about this, but Amit might be able to correct me if I'm wrong.

   Yahoo! has a strong advertising network in India but unlike AdSense, Yahoo! is open only for large web properties.

   If you are seeing "Ads by Yahoo" on an Indian website, chances are that the owner is based out of US because Yahoo! requires a valid SSN before anyone becomes a part of their program.
