I know this might be a little elementary, but what is the main difference between SEO and PPC? Do you consider PPC to be part of SEO?

If by PPC you mean Pay Per Click, then NO. They're different terms.
SEO = Search Engine Optimisation - How to optimise your site so that particular search terms will cause your website to appear higher in the search results of a search engine like Google, Live Search etc.
PPC = Pay-Per-Click is an advertising model, that in effect pays you each time a genuine user/visitor to your site clicks that ad.

Simple difference
SEO - Generates traffic free
PPC - Generates traffic for money

if you stop paid for PPC ads, you will not get visitors from same day,
but, if you have done seo, it will help to get visitors till few days after stopped seo activities.
this is same difference in seo and ppc, ppc works till payment, seo leaves some impression on serp to be stable on ranking.
so, i'll give high priority to "SEO"
