I think you need to create an application and request a link. One cannot ask for a link for the following:
Please note that requests for links to the following will not be approved:
1. Personal websites and blogs.
2. Applications without a current website.
3. Applications with incomplete or unintelligible descriptions.
4. Marketing and promotions.
5. Any content deemed offensive.
Also, when you create your client, you need to use the X-Twitter-Client header while making calls to the API. See here for more info.
How did Amit managed to get a link then, surely there must be some way.
There is a way - use the API and build your own client.

is the TwitterFox code Open Source? Do you have the right to do so? In any case, you'll still have to apply to Twitter and the final decision is their's to make. If they don't give you a link, then your app name will NOT be displayed.

I don't think so - See the Creative Commons license they've listed it under. The "No Derivative Works" part is what you need to be paying attention to.
It's clearly mentioned there:
No Derivative Works. You may not alter, transform, or build upon this work.
Mate i have also seen that twitterfox.net site they have said that contents of this site licensed under CC does it includes Twitter Fox addon also
and if i change the name of it and i use whether it will affect
i think they are free use and modify for personal use... They are restricted to commerical use only but i am using personally only...

read the link i posted - no derivative works. You've modified their code and derived a new work/software from it by modifying it.

You've altered, transformed and built upon their work. That, sir, is wrong.
Just because you see a Creative Commons License, doesn't mean you need not read the fine print. Usage is free, modification is not allowed to put it simply.
You can choose to do something wrong or praise the author(s) for creating software that you find useful and which you do indeed use and also for allowing the world at large to use it without payment. If you feel this is unfair, merely reverse the roles and see how you'd feel if someone tried to modify something you've created with a lot of hard work and time and then merely slaps their own name to it.

I made my own client and applied for a source name. Twitter guys refused to give a source name, they say "Your project does not fall within our accepted standards for attribution."
