&#60;p&#62;Windows live writer does not have this option. If you are on wordpress self hosted platform you can manages your title tags and meta info using a plugin called All in ONe SEO. You can google to find it out.

&#60;p&#62;I noticed your customer URL for each blog post and also keyword, Title and Description.&#60;/p&#62;
&#60;p&#62;Do you enter these information in Windows Live Writer? If so how?&#60;/p&#62;
&#60;p&#62;Or&#60;/p&#62;
&#60;p&#62;After posting through Windows Live Writer, do you go to Manage &#38;gt; Post and add those information latter?
