PR4 to PR0 so quickly... If you exchanged link with only one 15-day old blog then it seems to be too much of a penalty. I believe, you would have stopped doing any such link exchange activity. Hopefully in the next PR Update you'll get back to your previous best.

It's Google penalization. You can verify Google penalization from the post below-

http://www.dailytechnologytips.com/2008/07/how-to-check-if-your-website-is.html

and here are few points you should keep in mind, so that next time you can save your PR

http://www.dailytechnologytips.com/2008/07/how-to-avoid-blog-or-website.html

According to my knowledge July 2008 PR update is over so what ever page rank you have now it will remain the same till the next PR update . Google has been busy punishing sites in terms of PR specially those involved in mass link exchanges . This does not mean that you are involved in such a link exchange . If you exchanged link with someone who adopts this technique then you will be affected too .

This certainly might have been a mistake as PR changes does not occur in anytime lesser than 3 months (avg).

You can use nofollow links selectively, say new blogs or any particular type of links that you dont want to spider.

But dont issue nofollow on all the links, that means your site stands suspended with all the incoming links (if any) and nothing to give around.

Thanks for stopping by.

I don't have any issues in google indexing my pages.Google search traffic is good.

Is it ok if I use no follow for links to new blogs?

Should I still opt for re-consideration request?

Maybe that caused your Google PageRank to drop.

Remove such links and file a reconsideration requet.
