If Google thinks you're in violation, they'll reject your application. Like you've quoted in your original post - "Google reserves the right to decline any application". Only if you agreed to these conditions, would your application have been accepted for initial processing.</p> <p>To quote a phrase from a movie :" You have been weighed, measured and found wanting "</p> <p>If your account has been disabled, it's best to wipe the slate clean and start afresh with a new account.
